Ireland finally has a gambling regulator, but it can't license an online casino yet. So every casino taking Irish players, Golden Tiger included, holds a licence from somewhere else. What that means in practice, how to check one in two minutes, and what actually happens when you have a complaint.

What a casino licence is
A licence is permission from a regulator to offer gambling, with conditions attached. The conditions are the part that matters to you.
Every regulator writes its own rulebook, but the core is similar everywhere. The operator has to prove who owns it, show it can pay its players, have its games tested for fairness, check the identity of customers, run anti-money-laundering controls, offer responsible gambling tools and deal with complaints. In return it gets a licence number and a place on a public register, and the regulator gets the power to fine it, suspend it or take the licence away.
The key idea is jurisdiction. A licence covers the market the regulator is responsible for. A UK licence lets a company serve players in Great Britain, a Maltese one gives it a base in the EU, and a Kahnawake permit comes from the Mohawk Territory of Kahnawà:ke near Montreal. None of those is an Irish licence, and until the GRAI opens gaming licences, no Irish one exists for online casinos.
For you as a player the licence is mostly about one question: when something goes wrong, who can you go to, and can they make the casino do anything about it?

Why the licence matters to you
You won't notice the licence on a good day. On a bad day it decides who listens to you.
Think about what happens when a casino and a player disagree. Without a licence, the only pressure on the operator is its own reputation. With one, there is a complaints process it must follow, a dispute service it must accept, and a regulator that can fine it or pull its permit. Golden Tiger's terms, for instance, commit it to eCOGRA as the alternative dispute resolution service and accept complaints to the Kahnawake Gaming Commission. That is a real route, and it costs you nothing to use.
What it doesn't give you is Irish protection. The GRAI can't hear a complaint about an offshore casino today, and an Irish court case against a company in the British Virgin Islands is not a realistic option for a disputed withdrawal. When gaming licences do open, the 2024 Act lets the GRAI act against operators serving Ireland without one, including through blocking. Until then, the licence you check is the operator's own, and its strength is what you get.
Somewhere to escalate
If support can't fix a problem, a licensed operator has to name a dispute route. At Golden Tiger that is eCOGRA, with the Kahnawake Gaming Commission above it.
Tested games
Regulators require the random number generators and payout rates to be tested by approved labs, so a slot's published RTP should be the real one.
Identity checks
Annoying when you want a withdrawal, but they protect your account from being used by someone else and keep under-18s out.

Deposit limits, time-outs and self-exclusion are licence conditions nearly everywhere, not favours from the casino.
A public register
You can check the licence yourself instead of trusting a logo in the footer. Fake seals are common on clone sites.
Limits of protection
An offshore regulator can sanction its licensee, but an Irish court or the GRAI has little reach over it today. Protection depends on the regulator you're dealing with.

Irish gambling rules before and after the 2024 Act
The Gambling Regulation Act 2024 replaced laws dating from 1931 and 1956. The GRAI was set up in March 2025 and began licensing in February 2026.

Myths about casino licences in Ireland
Some of these are sales talk, some are just out of date since 2024.
"The casino has an Irish licence."
For online casino games that isn't possible yet. A GRAI licence today covers betting. A casino claiming an Irish casino licence is either confused or misleading you.
"Players get in trouble for using offshore sites."
The rules target operators. Irish players are not prosecuted for playing; the risk you take is weaker protection, not a fine.
"Kahnawake is a Canadian government licence."
The Kahnawake Gaming Commission is set up by the Mohawk Council of Kahnawà:ke. It is not the Canadian federal government or a province.
"A testing seal is a licence."
eCOGRA tests games and handles disputes; it doesn't license casinos. The licence always comes from a regulator.

Is there an Irish licence for online casinos?
Not yet. The Gambling Regulatory Authority of Ireland (GRAI) started licensing betting under the Gambling Regulation Act 2024, with remote betting licences from 1 July 2026. Gaming licences, the kind an online casino needs, come in a later phase and applications are not open yet.
Is it legal for Irish players to play at offshore casinos?
The law is aimed at operators, not players. Irish residents are not prosecuted for playing at an online casino licensed abroad. Once gaming licences open, the 2024 Act gives the GRAI powers to act against operators that serve Ireland without one.

Are casino winnings taxed in Ireland?
No. Gambling winnings are not taxable for players in Ireland; betting and gaming taxes fall on operators.
